Pen Club 15 is a tip of the Rule of preteens and teenagers to do. A child usually asks another child, whether it's "Pen 15" wanted to join, and then put him on the hand, arm or forehead (or preferably a Sharpie marker is). If the child looks at his hand in the hand seems to say penis because it looks like 15, if it is handwritten.
